Do not give way to heedlessness. Do not indulge in sensual pleasures. Only the heedful and meditative attain great happiness.

A negative command followed by a positive prediction. The Buddha rarely speaks in imperatives, which makes this one worth noting. He says: do not. Then he names the consequence of restraint. The verse does not say sensual pleasure is wrong. It says that the durable form of happiness — vipula sukha, "great" or "expansive" happiness — has a different access pattern. The two states are not opposites; they are different categories. The teaching: choose the access pattern that compounds.
